Scenic Regional Library
Katy recently joined the Medical Center Library at SLU as a Health Sciences Librarian. She earned both a PhD and an MA in Information Science and Learning Technologies from the University of Missouri. Katy wanted to work in libraries since childhood, and, while in high school, was a page at her local library and volunteer at her school library. She has a wide-range of experiences in libraries and information services and has served in academic, public, school, and special library spheres. Katy loves to learn new things, play with her family and pets, and -of course - read! Paul Schroeder is the Collection Development, Interlibrary Loan, and Passport Program Manager for the Scenic Regional Library in Union, Missouri. He has a degree in Political Science from Montclair State University (NJ) and as MLIS from Rutgers University. Paul moved to Missouri in January 2015. Prior to that he worked for the Bound Book branch of the Somerset County Library System in New Jersey from 2000-2014. He started as a library assistant and worked his way up to Head of Adult Services. Paul is also a member of the MLA Missouri Author Awards Subcommittee.

Kirkwood Public Library
Erin Phelps is the Library Director for Rock Hill Public Library, a member of the Municipal Library Consortium. She has an undergraduate degree in English and Anthropology (2001) as well as an MLIS from University of Illinois at Urbana-Champaign (2006). She held several managerial roles with St. Louis Public Library before moving to East Tennessee, where she worked with Knox County Public Library, first in business reference and then moved into a position in Communications and Development, where she managed outreach projects and grants for the library system. Erin is a member of ALA and PLA. She's happy to be back in the St. Louis area with her family and looks forward to showing her toddler all the fun things about St. Louis in the summertime. Heather Arnold is the ILS administrator for the Municipal Library Consortium of St. Louis County, where she has worked for over five years. She earned her MLIS from Mizzou in 2017 and has worked in most of the jobs that a library can offer - from shelving, circulation and reference, to administration. Heather has a passion for database cleanup, Excel spreadsheets, and e-resource collection development. She lives in St. Louis City with a small dog who likes to interrupt Zoom calls.
Jennifer Moore 
Council Term: July 1, 2021 to June 30, 2024 
Washington University
Jennifer Moore is the Head of Data Services at Washington University in St. Louis. She leads a team focused on data analysis, data curation, data literacy, data management, data visualization, and GIS. Moore is a partner and curator in the Data Curation Network, a co-PI on the IMLS Specialized Data Curation Workshop grant, and a co-PI on a National Science Foundation Grant (NSF) EAGER grant Completing the Lifecycle: Developing Evidence Based Models of Research Data Sharing. Additionally, she was a co-PI on the IMLS grant, Community Standards for 3D Data Preservation (CS3DP), co-editor of the subsequent (forthcoming) publication, and continues to work in that community. Moore has degrees in Anthropology and Fine Art, and she received her MLIS from the University of Illinois at Urbana-Champaign in 2010.

Katie Mulhall
Council Term: July 1, 2023 to June 30, 2026
Nerinx Hall High School
Katie Mulhall is currently the librarian at Nerinx Hall High School in Webster Groves.  She has a Master’s Degree in Literature from the University of Missouri- St. Louis and a Master’s Degree in Library Science from the University of Missouri-Columbia.  She was previously an English teacher for 13 years, and she has always enjoyed inspiring a love of reading in students.  Whether it is helping students find their next fun fiction read or helping  them navigate the online databases, she loves the variety that comes with her job.  In her free time, she loves to bake and go camping to explore State and National Parks with her husband and two kids.
Brenda Rahmoeller
Council Term: March 3, 2023 to June 30, 2024 
Jefferson County Library
Brenda Rahmoeller is a librarian at Jefferson County Library - Cedar Hill. She has an undergraduate degree in English (2014) as well as an MLIS from Emporia Sate University (2016). She has been invested in the library world for 15 years, working in both public and school libraries, and in tech services at an academic library. A fun fact about Brenda is she also works part time at an Animal Hospital. She has two very needy and adorable dogs, and one cat. On her days off, she enjoys working on jigsaw puzzles, hiking, reading, and taking care of her roomful of plants.
Nicole Walsh
Council Term: July 1, 2021 to June 30, 2024 
St. Louis County Library
Nicole Walsh is currently the Assistant Branch Manager of the Eureka Hills branch of the St. Louis County Library District. She graduated with her Master's in Library and Information Science from the University of Illinois at Urbana-Champaign and worked as a practicum student at Webster University library. Nicole is a member of the Missouri Library Association (MLA) and served as the Chair of the MO INFO Subcommittee for MLA in 2021. She is also a member of ALA, PLA, and the Freedom to Read Foundation. Nicole is excited to be a SLRLN Council member to help share professional development ideas with other local librarians and library staff.
Heather Wefel 
Term: July 1, 2023 to June 30, 2026
Heather Wefel has been an Adult Services Librarian at the St. Charles City-County Library for eight years. She graduated from Wayne State University in 2012. Heather has held previous library positions at Kirkwood Public Library and UMSL. She is passionate about adult programming and hosts a wide spectrum of programs from bingo and escape rooms to a series that focuses on current hot button issues. When not at work, you can find Heather tabulating a list of restaurants she wants to visit from videos she saw on Tiktok

Mission Statement


The mission of the St. Louis Regional Library network is to provide opportunities and forums for libraries and librarians to share resources and to learn from each other. To fulfill its mission, the Network shall identify the needs and resources of the library community served by the Network, develop and offer cooperative programs deemed appropriate by member libraries and evaluate and assess those needs and programs.

The St. Louis Regional Library Network is governed by a set of Bylaws.
